What is the legislation on CBD in Spain?

Spain applies a specific legislation where CBD legality is strictly limited to cosmetic or external use. In accordance with European Union rules, the THC level must be below 0.3%, but Spanish law prohibits the sale of CBD products intended for ingestion (food supplements) or smoking.

The country does, however, allow personal cultivation in private spaces, a major nuance compared to France. Despite this regulation focused on technical use, legal EU CBD circulates freely, provided the labeling mentions "external use only." These restrictions aim to respect EU directives while strictly framing public consumption.
