Are e-cigarettes banned in France?

Yes, pre-filled disposable puffs are now banned in France. But manufacturers are clever: they now offer kits where you pour the liquid into the machine yourself. It is no longer "ready-to-use," so it is legal, even if the final destination is still the trash can.

From a legal standpoint, the ban targeted single-use devices already loaded with juice. By separating the liquid, brands dodge the law. Technically, it remains a short-term disposable system because once the built-in coil dies, the whole plastic unit goes to recycling (or not).
